Prof. Abubakar Sulaiman, Director-General of the National Institute for Legislative and Democratic Studies (NILDS), has underscored the significance of effective leadership, reforms, and accountability in achieving fiscal governance in Nigeria.
Sulaiman made this assertion at the opening of a two-day capacity building programme for commissioners of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) in Abuja on Monday. The programme aimed to equip the commissioners with practical tools for decision-making, revenue tracking, conflict resolution, and results-oriented management.
The NILDS DG identified several challenges associated with fiscal reforms, including volatility, competing interests, global pressures, and rising public demand for accountability. He described RMAFC as central to national development, with its mandate covering revenue monitoring, allocation advice, and ensuring equity nationwide.
Sulaiman urged the commissioners to promote trust, ensure fairness, and adopt data-driven decisions in navigating an evolving policy environment. He emphasized the importance of strong institutions built on strong leadership, collaboration with the legislature, the executive, and the states.
The Chairman of the National Assembly Liaison and Special Duties Committee on RMAFC, Abdulazeez Idris, also highlighted the significance of the training, which targeted critical areas such as legislative engagement, intergovernmental relations, and special assignments.
