Abubakar Sulaiman, the Director-General of the National Institute for Legislative and Democratic Studies (NILDS), has called for a new generation of leaders in Nigeria's fiscal reforms. Sulaiman made this declaration at a capacity-building programme for commissioners of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) in Abuja.
The programme aims to equip the commissioners with practical tools in areas such as revenue tracking, stakeholder engagement, conflict resolution, and results-oriented management. Sulaiman emphasized that the success of Nigeria's fiscal federalism depends on the competence, foresight, and integrity of those entrusted with managing the nation's revenue architecture.
The NILDS DG noted that the RMAFC occupies a pivotal position in Nigeria's development process, given its constitutional mandate to monitor accruals into the Federation Account and advise on revenue allocation across the three tiers of government. He stressed that the commission's effectiveness is critical to the success of Nigeria's fiscal federalism.
Sulaiman also highlighted the challenges facing Nigeria's fiscal and economic reforms, including revenue volatility, competing interests among sub-national governments, and increasing public demand for accountability. He urged the commissioners to embrace transparency, innovation, and evidence-based decision-making in the discharge of their responsibilities.
The capacity-building programme is a collaborative effort between NILDS and the National Assembly, with the support of Senate President Godswill Akpabio and Speaker of the House of Representatives Abbas Tajudeen.
