**Host Communities in the Niger Delta Get Assurance on Ongoing Projects**
In a significant move, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has facilitated a smooth transition of the Olo Oilfield Host Community Development Trust (HCDT) from TotalEnergies to Aradel Holdings Plc. The ceremony, which took place at the Commission's headquarters in Abuja, marked a crucial step in implementing the Petroleum Industry Act (PIA) and underscored the regulator's commitment to protecting the interests of host communities during asset divestments.
For those who may not know, the HCDT is a trust fund set aside by oil companies operating in the Niger Delta to cater for the needs of host communities. In this case, TotalEnergies had been operating the Olo/Olo West Marginal Field within the former OML 58. Before transferring the trust to Aradel, TotalEnergies had fulfilled its obligations and had no outstanding liabilities.
The Olo HCDT has made a significant impact on the lives of over 25,000 residents in the host communities, delivering over 100 projects between 2023 and 2025, including water supply, electrification, roads, education, and healthcare. With 118 out of 160 planned projects completed, the trust is a shining example of the positive impact that the PIA can have on host communities.
At the ceremony, the NUPRC assured stakeholders that ongoing community projects will not be disrupted despite the operator transition. The Commission's Chief Executive, Mrs Oritsemeyiwa Eyesan, represented by Captain John Tonlagha, Executive Commissioner, Health, Safety, Environment and Community, stated that the integrity of the trust structure remains intact. She added that the Commission will continue to provide firm and consistent oversight to ensure full compliance with the PIA for the benefit of both the communities and the industry.
As the new operator, Aradel Holdings Plc has pledged continuity and transparency in executing the remaining projects. The company's Community Affairs Manager, Mr Blessyn Okpowo, assured that they will honour commitments and duties required of the settlor and work smoothly with the host communities.
