**NUPRC Ensures Smooth Transition of OLO Oilfield Community Obligations**
As Nigeria continues to navigate its journey towards a more sustainable and equitable petroleum industry, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has marked another milestone in its commitment to protecting the interests of host communities. Recently, the Commission oversaw the formal transfer of the OLO Oilfield Host Community Development Trust (HCDT) from TotalEnergies to Aradel Holdings Plc, a move that aligns with the Petroleum Industry Act (PIA) and ensures a seamless continuation of community development projects.
The trust, established to promote community development in line with the PIA's 3% operator expenditure mandate, has made significant strides since its inception. From 2023 to 2025, over 100 community projects have been completed, benefiting more than 25,000 residents across the host communities with projects in water supply, electricity, road infrastructure, education, and healthcare. The transfer of settlor responsibilities from TotalEnergies to Aradel marks a natural and legally required step, as the operator of the Olo/Olo West Marginal field has been acquired by Aradel.
The ceremony, which brought together key stakeholders from the Commission, TotalEnergies, Aradel Holdings, and the OLO host community, served as a testament to the Commission's commitment to ensuring that community development work continues without interruption. TotalEnergies has confirmed that all obligations up to the date of transfer have been fully met, with no outstanding liabilities remaining. Aradel formally assumes full responsibility going forward, with the Commission's regulatory consent granted.
In a statement, the NUPRC Chief Executive, Mrs. Oritsemeyiwa Eyesan, represented by Captain John Tonlagha, emphasized the Commission's continued oversight to ensure full compliance with the PIA for the benefit of both the communities and the industry. General Manager, Community Affairs, Projects and Development at TotalEnergies, Dornu Kogam, encouraged Aradel Holdings to maintain the same transparent, community-centered approach throughout project completion. Aradel's Community Affairs Manager, Mr. Blessyn Okpowo, affirmed the company's commitment to honouring all PIA obligations and continuing Total Energies' community engagement approach.
