The Citizens Initiative for Safety Awareness (CISA) has called on the Nigeria Data Protection Commission (NDPC) to respond to a petition filed on July 1, 2025, by Mr. Yushau A. Shuaib. The petition alleges unauthorised access to private digital communications belonging to him and his company, PRNigeria. Named in the complaint are Barrister Nima Salman Mann, Rear Admiral Abubakar Abdullahi Mustapha, and Professor Elias Wahab. CISA's National Coordinator, Mr. Chidi Omeje, said in a letter dated April 10, 2026, that the NDPC has not acknowledged or updated the status of the petition. The alleged breach falls under provisions of the Nigeria Data Protection Act (NDPA) 2023, which covers data privacy and cybersecurity safeguards. CISA described the matter as a test of institutional accountability, urging the NDPC to disclose any findings and preventive steps taken. The group also appealed to Inspector General of Police Tunji Disu to direct the Force Criminal Investigation Department (FCID) to investigate. A statement from CISA on April 6, 2026, noted the FCID has not questioned any of the named individuals despite a petition submitted in June 2025. Omeje highlighted that two of the officials are National Institute (mni) members, as was the former Deputy Inspector General in charge of FCID, raising conflict of interest concerns. He stressed that the ongoing civil suit over Shuaib's exit from NIPSS does not block criminal investigation.
