According to the report, supporters of Beitar Jerusalem engaged in persistent racist conduct, including the use of discriminatory slogans and chants targeting Arab players. FIFA deemed the sanctions previously imposed on the club as "deficient and substantively inadequate," highlighting a broader systemic failure within Israeli football governance. The committee emphasized the need for the IFA to take concrete actions to combat racism and promote inclusion within the sport.
As part of the punishment, the IFA has been issued a warning and ordered to display anti-discrimination banners at its next three FIFA competition home matches. These banners will carry the message "**Football Unites the World, No to Discrimination**." The association must also allocate one-third of the fine towards initiatives aimed at tackling discrimination and preventing future incidents.
FIFA's disciplinary committee further criticized the IFA for failing to address political and militaristic messaging linked to league officials and clubs. The committee also noted that the association did not publicly condemn racism or promote inclusion within the sport. In response, the IFA acknowledged that it had taken steps to combat racism but admitted that many of these actions were not made public. The association vowed to intensify its efforts moving forward.
A separate issue remains unresolved: FIFA's stance on whether Israeli clubs based in the occupied West Bank should be allowed to compete in the Israeli league. The organization cited the complex and unresolved legal status of the territory under international law as the reason for its inability to make a ruling. The Palestine Football Association welcomed the decision as a step forward but expressed concerns that the issue was not fully addressed.
